Way back when, in this forum, I remember something about a BLACK spacer on the carburetor slide, so as to make the motor legal in Germany for some reason (maybe age of driver). It seems as though this BLACK restrictor could easily be removed by a mechanic. I live in the USA and so ignored this point, because it did not effect me.
